How do you have it? Image, vectorial file?

The ratio you gave is a 1:1666.67 scale; pretty funny, although there were scales like that used in olden times, for example Austro Hungarian Empire (had a scale rule once with funny scales ...)
If image, resize it. Make sure to set ArchiCAD to the same units the map is scaled to, and to use the same scale the map is scaled to; otherwise, giants or dwarves will happen ...

If you placed a scanned image inside your drawing, you can draw a line (as much accurate as it can be) over this 1.5 cm dimension.
Then select this line and your image and "resize" them using this line as a guide. I usually draw a second parallel line next to the first one (with the correct length starting from the same point) just to use it as a reference when I scale. Although I have to mention that this is not the most accurate method you can use....
Hi Djordje thanks for the reply,
the map is in a .pdf file, i could convert it to an image but can you explain a bit more how to properly resize it, at the moment im marqueeing it in acrobat reader and copy paste into archicad. is there a better way?

Not really; how do you know then that 1.5cm is 25m?

Resize what you pasted, and use that for reference. Work in meters. Set scale for whatever scale is marked on the map.

Good luck!
