I couldn't figure out what Download section you were talking about, but I did find out from someone else that you can go to http://tr.graphisoftus.com/ for the information.

If you use the Check for updates command in the Archicad Help menu, you'll find both the downloads and the release notes there - if your Archicad needs updating, that is.
