1. select the offset 'tool' from your control dialogue box (see attached screenshot).

2. draw your circle, or space click your existing one, to create a 'new' circle. you will see it appear as a stretchable 'rubber band' element and will not be placed firmly onto the drawing until you define and offset value

3. in your case type "r" "50" and press return (i assume that you're working in mm from your post)

this, of course, works for all polyline enabled elements. you can also define your offset graphically with the mouse, or even produce multiple offsets using the 'repetitive offset' tool in the same way.

i have also assumed that you're working with a relatively recent version of archiCAD . . . if you put your archiCAD version number and machine details in your message (or your signature file) people will be able to help quicker . . .
Follow Ben's advice, although I would activate the circle tool before the offset and the magic wand.

The manual way to do the same is to draw a new circle, staring from the center of the exisitng one, and when you are snapped to a hotspot on the circle, type in r50+ and hot (not very hard ...) enter.

Another, more expensive but a lot more drafty way is to get ArchiRuler and enjoy all kinds of drafting kicks.
