Witness Line Bug?

I have always used custom witness line length setting. It was in feet and inches for me in ac9. In ac10 I cannot adjust the length. The units that are used are not clear to me but that doesn't much matter as no matter what number I enter, positive or negative, the witness line does not adjust it's length at all.

I think it's a bug with the Info Box.

I can change the setting inside the Demension Tool Settings Dialog.
