A material with an alpha channel and a decent looking fill could be enough. I would just apply the "wire fence" material to it and call it a day.

Is there a reason you NEED to model every wire? Or just the appearance of it?

<T>the most important thing to me is the transparent quality of the wall, I need to see "through" it in the model. Where do I find the "wire Fence" material?</T>

TrussMaker will do it quite quickly.
I would not use the round profile
because of excessive polygon count,
but this should not be a problem
unless you zoom in very close.
As Tom suggests you should use the material settings to accomplish this. For hidden line drawings (including elevations) you need to apply the appropriate fill pattern to a transparent material (make a copy of "glass" and add the fill). For rendered views you will need a transparent texture map.
