Missing Offset Tool (offset construction method)

I'm separating this thread out from the thread over in Drafting Wishes.

I'm pretty annoyed that the offset tool has disappeared from v11. Or, at least, from the version I have. I can't find it anywhere. I've been assured it still exists...

I have guidelines settings, and constraints settings (parallel, perpendicular, etc... this is where it used to be, eh?), and I have special snap points.

I just went thru toolbar customizing stuff looking for it, but it's not there either.

A screenshot that was posted in the Drafting Wishes thread (that was supposed to show me where the tool is these days) looks all macintoshy... It's a totally unfamiliar layout. Please post menu path or...?

"Help", of course, is none. "Activate the offset method..."

Window - Palettes - Control box
