    <description>&lt;DIV class="actalk-migrated-content"&gt;&lt;T&gt;So for I don't know how long I have had Shift + as bring forward, Shift - as move backward, control shift + as bring to front and control shift - as move to back and control + as go up a story and control - as go down a story with no issues. (these are keypad + and -)&lt;BR /&gt;
&lt;BR /&gt;
Now in 10 I have the shortcuts set the same way but there is a conflict and control shift + or - moves me up or down a story just as  control + or - does. I checked my shortcuts they are set the way I want them to work but it seems like if the control key is pressed the shift key is not recognized. And on top of it all, Option shift + Option shift - work as their control shift counterparts should even though they are not set up to be a shortcut to anything.&lt;BR /&gt;
&lt;BR /&gt;
I realize I could change them but they are so automatic it makes my brain hurt to think about it.&lt;BR /&gt;
&lt;BR /&gt;
Is this a bug or by design? If the former please fix and if the latter, why?&lt;BR /&gt;

I have to think its a bug because of the fact that the command has switch to Option shift and I have another couple of shortcuts that are control = and control shift = and they both work correctly.&lt;/T&gt;&lt;/DIV&gt;</description>
