- Make a shallow dome roof matching the arc of your eyebrow.
[There's that automatic roof tool option for that....]
[You can use the tangent line roof tool, but it is not as predictable]

- select one arc of segments from base to apex.

- delete the rest of the segments.

- extend these parts into the shape of one half of the eyebrow roof.

- Mirror a copy.

- Viola.
