In AC 10 I can't get these walls to intersect properly. They are the same wall settings including wall priority.

Check your wall settings. Make sure "Enable Skin Priorities" is turned on.

I have tried that and still got the same result.

any chance there's another wall on a layer that's off or on the story below that's trying t clean up with it?

That was it. I had a fascia constructed from a empty fill wall that was on a hidden layer.
