Open element attributes for line types and look at "scale independent" vs. "scale with plan" option. Try the OTHER one. (I can never remember which is which)

<DIV class="actalk-migrated-content"><T>Does anyone have any advice on the scaling factor that is used when creating a symbol line? For example, if one draws a "wave" line, the height between the crests appears to be about 3/8". However, when I copy the two wave crests from the lines and paste them in my drawing, it appears as if the height is more than 11". Thanks for the help.</T></DIV>

Thanks for the tip. However, regardless of the box I select, I am still getting unexpected results. By varying the length of the dash, the height changes and a percentage is displayed. However when I hit ok, the line appears to be saved with a different percentage. I can't seem to figure out a consistent correlation between the size of the line I want and the size of the line segments I input to create the line.

Richard, thanks for the threads. The last one really helped out. As you may realize, it's rather confusing but things are made a bit easier if you create the input for the lines using the layout mode since there everything is drawn at full scale.
