The reason being is that I want the capability of automatic numbering/labeling for the section marker and its capability of linking to the layout sheet. In AC11, yes -- prior to AC11, no.  You'll have to place a 'Dummy Marker' (or 2D Object that looks like a Marker), but there won't be anything automatic about it.</description>
