I am afraid such a stair would send people directly to hospital.
Do you really want this?

If it is an existing stair (renovation), please tell us.
In such case, the problem is different.

<T>I have some trouble making this stair to have 2 ways at the top end, one turn left and make the other turn right.
I read the "help documents' and it says when making a customize stair i need to use 'create stairs using selection' button, but i couldn't figure out how that works.</T>

Are you sure you want to make the stair you have drawn? Is this stair as drawn even legal in Australia? Could you draw in 2D lines what you want to create if different than this and it would be easier to give you help.

Cheers,

A wacked-out stair like this will defy almost any stairmaking tool.
Even in Australia where they walk on the ceiling.

You'll need to be satisfied with a series of slabs... use tilted beams for handrails.

You could make it this way or as Dwight suggested.
Try to stick to orthogonal for treads or people will break their legs!
