Error Report - where are the screen edges?

so...my error report screen is now for some reason taking up the ENTIRE screen area when it generates the report.
I can't seem to find the edges of the window to "X" it out close it?

How/what do I have to do to get these window edges back?
I've tried to reload a default user profile...to no avail.
no matter what model/TW file/ PLN file/ PLA file I'm in...the report screen still takes up the ENTIRE window....need help.

Have you tried the resize button?
Works for me if I maximise the report.
