Can I stop AC reloading same lib for every proj I open?

I've got a project open. Then I close it and open it again.

Why-oh-why does ArchiCAD 13 have to re-read the libraries? I didn't ask it to read any other libs in-between, so why does it bother?

Are you leaving Archicad running and just closing the PLN?
If so you should find the libraries remain in memory.
At least it does for me.

If you close Archicad then of course it will need to re-load the library next time.

I am not sure if it would have anything to do with LCF (container) libraries versus expanded libraries - I don't use container files.

Nope. I just close the project file. I don't quit (and relaunch) ArchiCAD.

AFAIK, ArchiCAD will load the relevant libraries whenever a file is opened because different files could reference different sets of libraries.

I have noticed, though, that the first loading is noticeably slower than subsequent ones.

No, up until ArchiCAD 12 (at least), if you don't specifically change the libraries to be loaded, it just keeps them in memory. No re-reading from disk.

Closing a project file by going to File->Close, then re-opening it by File->Open _never_ caused ArchiCAD to re-read anything other than the .pln itself. Not since a long time ago, probably ArchiCAD 9 or 10.

Prior to that it used to re-read the libs even if they were the same.

Alex, I tested what you're saying with existing files in 12 & 13 and both times I got a "Loading Library Parts" box.

Tested again with new files that had only the default library. This time v.12 didn't try to reload the library but v.13 still did.

Maybe this has something to do with TW2.

So it seems that ArchiCAD behavior has changed from v12 to v13. Annoying, but I suppose there has to be a reason behind it.
