For length unit, go to Options > Project Preferences > Dimensions > Linear Dimensions. For area and volume units, go to Options > Project Preferences > Calculation Units & Rules.
This is how things seem to work in AC14 (I am thinking they must be similar in AC15).

On my machine, this is set under Working Units, that also controls the Coordinates Palette and Tracker units.
