Please Help, Layout Can Not be Manipulated!!

Hi,
In one of my projects with in last month, I can not manipulate my layouts anymore! Meaning:
Can not select them and move the around.
Can not use any tools to annotate the layout.
They appear to be locked. Am I missing a setting that by mistake I may have set? They update properly by right clicking the layout name in the layout tree. Any thoughts?

Is Grid Snap on? Hit "S".

I feel so , you are correct plan & layout have their own grid setting. Thanks for figuring out so quickly.
What is the use of it when it can not be set according to paper space?

That's the first shortcut I disable.
