Is it possible in ArchiCAD 16 to clip/cut a trace reference to view only a specific portion of the referenced view?

No.

You can use the Splitter icon to activate Drag&Drop splitter handles on all 4 sides of the drawing window. Just try to use them.

Place a view of what you want as the trace on a layout page and then set that layout page as your trace reference.
Now you can crop the size of the drawing on the layout to show just as much as you want.
