Can you insert a story level symbol without creating a new story? or do I need to create on from from scratch

If you need a new story symbol you should probably create the Story that it refers too.

I want to show a deck or porch finish floor that is 6" lower than the main finish floor but I don't want to create a whole story level just for the porch

Then you can use a Level Dimension with Custom Text or buy
