Graphic scale disappears from drawing title vs scale used

My graphic scale disappears from my drawing title depending upon what scale I use. For example, for a drawing created at 1/32", the scale disappears when switching to 1/64" or 40'=1'-0". When I click on the drawing, four dots appear for the scale, but they are to the right of the drawing, with nothing within them. Switching back to 1/32", the graphic scale reappears. This condition varies from drawing to drawing.

I'm using v18, but the tile is NCS Drawing Title 10.

I've tried all sorts of variations of scales and creations of drawings at various scales, but no success. I'm sure you proficient folk know the obvious answer. Thanks for any input, Eric
