<T>Is there an option in Archicad22 to place the level dimensions on the spots where I am clicking or move them after they are placed? Because once I click OK, it automatically places them in one vertical line and after that they cannot be moved elsewhere, except up and down that line.
I only know that the individual level dimensions are movable.</T>

Level Dimension tool? In plan? Or the Dimension Tool with the Elevation option? If you place multiple dimensions at once, they will be linked together. You can select the line that they have in common and move all of them together. The line is invisible with the elevation option though...
