While useful for checking how a drawing will appear, I find that having the True Line Weight setting turned on makes drafting less accurate. It is easy enough to switch on and off as needed.

In view map or project map I can't get a pen 'line weight' distinction, yet it will print out with the correct line weight. It doing construction documents I need to be able to view these line weight distinctions while I'm working to make drawings pop. Is there a fix for this?

Different people, different tastes...
I, for example, like that True Line Weight is turned OFF by default.
So there is no solution that can please everyone.
