Yes there is. You should also do a search for Region Settings in your Windows Search bar. From there click on Additional Settings.
Check your "Work Environment" settings. It's probably different from the laptop to the desktop. Also check the "Project Preferences" settings. Maybe same ussue.

getheod:

For display, look at Options > Project Preferences > Working Units. For dimensions, look at Options > Project Preferences > Dimensions.
You should add a Signature to your Profile (click the Profile button near the top of this page) with your ArchiCAD version and operating system (see mine for an example) for more accurate help in this forum.
Follow David's post again and check you aren't trying to enter 0.25 as a fraction of a millimetre rather than a fraction of a metre.

Maybe you could post a screen shot of your units and dimension settings.

Finally i solved it!!! i changed from the region settings (additional settings) window the decimals character from comma to dot. In my deskot the decimal character is set to comma and archicad works fine. But in my laptop needed to turn it to dot. Do you believe this happens because the laptop is gift from USA;

yes, that is the US' standard.

You can go to your system settings, see attached, and change it to your local region.
