Might anyone have an idea why my document options when publishing / saving as a PDF are different to what should apparently be there according to the user guide?
Do you mean why the 'source' options are greyed out?

They will only be active when you have the layouts open and the go FILE > Save As > PDF

You should get those options if you go 'FILE > Save As > PDF' from the floor plan.

That help page is referring to "SAVING" as a PDF and not "PUBLISHING" through the navigator.
So you are not seeing this if you go FILE >Save As > PDF from the floor plan?
Do not remember if I solved this issue, but the current documentation says that I should be able to scale a PDF when <S></S>Publishing<E></E>. My <S></S>Document Options<E></E> dialogue shows the same thing as in the original post rather than what the 3rd image in the documentation shows...

There is a note above in the documentation that says:

Note: The Page Options button is available if any of the selected Publisher items are views. If the Publisher items are layouts, their page options are taken from the layout settings.

Should this note be including <S></S>Document Options<E></E> too?

Yes, the Document Options will be different too depending on whether you are publishing from a view or a layout.

With a layout, you have already set the page size and you place views of the scale that you want on that layout page.
You can see if they are too big or too small so you can select new views at a different scale resize the view so it is no longer its original scale or change the page size.
There is nothing left for you to scale when printing, because you have already done it on screen already.

With a view there is no page , so you must select a printer page.
You can then choose to rescale the view to fit the page or choose a different page size.
It gives you these options here because you are not physically dealing with a view on a layout page, so you are 'virtually' manipulating them.
I would just publish as A1 then print the A1 PDF to an A3 printer fitted to page.

Or you could change the Publisher set to 'Print' to a PDF converter rather than 'Save' - then you will have your fit to page options.

Or you could duplicate the layout pages, swap to an A3 master and resize the drawings and then publish (save).
