Are you dragging some schedule to your sheet?
Perhaps you have to uncheck Split Schedule into Multiple Layouts.

This is new for me in AC 23. If I open the organizer and place multiple drawings on one sheet by dragging them over, it will create new additional sheets for the drawings. It seems to detect that they all won't fit on one sheet so it creates new sheets. I do NOT want this to happen.

Is there a setting somewhere?

Thanks.

No it's not schedules. Exterior elevations in this case, but it does the same thing with interior elevations, floor plans, etc.

Ok. Try Checking your Master layout Settings > Drawing Placement > Auto Arrange Setup... > Uncheck "Create New When Layout is full".
