Site scale to fit on drawing sheet, How?

I simply can not understand how to scale site to fit on a drawing sheet. I scale down the site but when I transfer it to sheet it goes back to full 1 to 1? what am I missing?

Pretty straight forward. Open your site plan from the view map, change the scale to what you want it to be and then in the view map right click on the site plan and click "Redefine with Current Window Setting"

That should work.
