FILL and LABEL are together.
1. Only FILL wants to move a little bit.
What should I do?

2.Can I delete only FILL and not delete LABEL?

Should I disconnect with "Convert to independent label" and delete FILL?

are you sure that label is associated to the fill? if not, there's something going on with it. is that using the normal Text Label or a special kind of label? it's supposed to move with the fill. unless it's just a simple Text & not a Label.
if the label is associated to the fill, then no -- you cannot delete the fill & still have the label. you can delete the label & still retain the fill, but not vice-versa.
