OK I found this video that explains what is happening.

Version 22, but I am sure nothing has changed.

It seems the level dimension can not show the height of the structure for each individual step.

It is the top structural height of the flight or landing.

At about 1.26 in this video it mentions this.

https://youtu.be/aYiIOnbr9CI

It is possible to dimension a sectional staircase
Stairs will automatically level dimension in plan - no need for gravity.
But there is a trick.

You must have the 'Quick Select' magnet active (or hold the space bar).
Then you will see a 'Multiple Elements (TAB)' prompt.
Press TAB to cycle through the options.

Stair - will not snap to anything.
Tread - will snap to the tread height
Structure - will snap to the structure height under the tread.

Works for both treads and landings.

Make sure you don't move your mouse or you have to cycle through the TABs again.

I have that selected almost all the time but something was different. I got the structure tab now but it is making the wrong measurement. The structure height is higher than the one of the thread and it is the same height on all the steps. 😤

Yes, I just tried it (Archicad 25) and it seems the 'structure' ids always the top height of the stair, no matter where you place the dimension.

Treads work fine.

I am sure it used to work - not that I ever use it.

I am sure there was a video or something in the manual (or somewhere) that showed how this work.

If I get a chance to go looking and I find anything I will let you know.
