Custom Drawing Title - Scale distortion

I've made a custom drawing title to use on my plot sheets using only a drawn line and two text boxes (with autotext.) When working within the custom drawing title editing, scale and proportions all seem correct. However, when working within my plotsheets, the title is distorted in scale.

I created the title by selecting the text boxes and the line (in the grey box) and going to File/Libraries and Objects/Save Selection as/Drawing Title.

Ive attached an image showing what it should look like vs the incorrect resized version.

When working within the custom drawing title editing, scale and proportions all seem correct.

Within the custom drawing title editing? This is a title linked to a View that is snapped to the edge of your sheet title block?
