Trace & Reference Layout Issue

I have had this before & not sure how it corrected itself, but its back. Probably something simple.
I normally work at 1:100 on A3, in this instance I am putting the main floor plan on the layout at 1:50 (very small house), but when I trace & reference the layout sheet this is what happens, it seems the layout is magnified.
How do I set it to show correctly.

Are plans in the plan window and on the layout the same scale? The layout one looks twice the size of the one in the plan window.

Yes, I checked that
I have fixed it now by turning off T&R, then going the layout page then activate the view as the T&R, fixed it instantly.
