One option is to set up a another pen-set, a copy of the first, but change the line-weights to be appropriate for the other scale.

<T>Hello.
I have the following issue: I have a drawing at scale 1:2. All the writing and line weights fit this scale. I want to print the drawing at scale 1:5. Only that, as I placed the drawing in the layout and changed the scale, everything was scaled, but the line weights. I looked into the drawing properties in the layout, but nothing refers to scaling line weights. How can I solve this?
Thank you.</T>

Thank you for your answer.
I went to Options > Element attributes > Pens&Colors and set up a new set. But when I try to apply it in the Layout window, it doesn't seem to work. Should I go this way (picture no 1)?
Thank you.

You're almost there.
Set up a new view at the scale you want with the new pen-set applied.
This view will then be what is placed on your layout.
