PDF Trace Reference at wrong scale

So I have an empty Layout sheet with the survey PDF on it (I do this with my engineers drawings). Now I want to use that survey, which is drawn at 1:20 scale as a trace reference on an enlarged grading plan (1/8" scale), but I cannot get the scale of the PDF to match that of the enlarged grading view map.

Any idea how to accomplish this?

1. Create a New Worksheet
2. Set the scale of the Worksheet to match the PDF (in this case 1:20)
3. Place the PDF (using the place drawing command not copy/paste from the Layout) in the Worksheet
4. There is no step 4

yay, it worked this time!!

I swear i tried that, but it didn't work.
