FILE menu > Libraries & Objects > Open Object.
Browse for an external file and change the file type to DWG and open your DWG file.
Now save it as an object.
Place it in plan and you should be able to see it in 3D as well.
Then it should open as an object script which you can save and then place like any other object.
Once saved go to the object tool and it should be the default object.
If not open the object tool settings and browse to where you saved it.
It is the same as any other object in that you just have to select it in plan or 3D and move it.
The thing is it will only have 4 hotspots to select it by at the corners of the bounding box and another in the exact centre.

You will not be able to snap to any of the lines or intersections in the object though.

However if you open the object script again (CTRL+SHIFT+O) and you press the "2D Symbol" button you can add hotspots to the locations where you would like to snap to.
The lines here are snap-able and editable too.
Then just save again and you will be able to select the object and snap to it wherever you placed the hotspots.
