Each view placed on your layout may have a different pen set assigned to it too.

<T>I'm working in a layout and want to change the pen set from a layout version (all black) to a modeling version (various wonderful colors) but when I go to change it wants to change back or not change at all.

Any suggestions.</T>

Did you save the pen set or just change the pen settings?

Plus the Layout itself has a separate Pen Set that applies to elements drawn onto the Layout. That is the Pen Set that is in effect when no placed Drawing is selected.
