I'm sure it's been covered, but what steps do I need to take? I can open older layout books, but my layers don't come in with the drawings on the layouts.

So, what steps do I need to take to make an older layout book and project function the same as it does in 8.2??

It's important that you follow the instructions for file migration in the New Features Guide to the letter. Have you done that?
