Reference on top may simply be an on screen setting, and doesn't actually affect how the view publishes.

Can you achieve the same by overlaying two views in a layout?

Bring the one you want to the front with display order and set the background of the drawing as transparent.

Hi. I have a trace reference loaded in my layout. I have selected the correct Document Options (print reference) however when I publish, the image falls behind other objects and isn't clearly visible. It looks great in my layout, and I have selected 'Reference on Top'. Attached are screenshots showing layout vs PDF.

Appreciate any help!

It can help to save the trace reference as a view and that gives you a chance to change the layers, pen colours and use graphic overrides
