Access to all parts of a file

I am working on a file from a BIM server for which I am not the manager. The BIM Server is another location. When I log into the project and choose Reserve All, I still don't get full access to things like attributes, in particular full use of layers. I can turn layers on and off, but nothing else even after using the reserve button at the bottom of the layer dialogue box. Where and how can these privileges be restored?

I think you should go to the BIM Server Manager and check what Role you as a User is assigned to.
Then you should check what is and is not allowed for that Role. It may not allow you certain things.
