Suggestions for client review software?

I'm wondering if anyone has suggestions for PDF markup software for VERY unsophisticated clients, most likely for PDFs. I'm looking for functionality kind of like Bluebeam, but hopefully free since this a one-time thing.

Graphisoft suggests: "Save or publish ARCHICAD views or layouts as PDFs, then send the PDFs to consultants for markup in a reviewer application (e.g. Bluebeam)." However, I have no idea what these "reviewer applications" might be, or what to suggest to a client.

Richard,
Preview on macOS or iOS can markup PDF files, I think Microsoft edge in latest release of windows can also markup PDFs

I use Acrobat for this (just plain red text and labels and such). Not sure if the free viewer does this too.

The User Guide specifically cautions against using Preview for markups. So, I dunno.... Does anyone use Edge? Nobody I know.

I don’t know what the issue with preview for PDF markups is I regularly use it on my phone for quick markups and notes
