Teamwork Not Sending New Pen Set

Using Teamwork in AC15.

I've reserved the the Pens and Colors dialogue box and created a new pen set.

After releasing and doing a send & receive.... other team members do not see
the pen set I created and get a "missing" when checking settings for drawings using those pens (in the layout book).

Is this by design? A Bug?
I'm not 100% sure of my permissions... but if I'm able to reserve it, shouldn't
I be able to "send/receive" it?

For now I've saved the pen set as an .aat file and shared it with the team.

Any comments are appreciated.

This is probably the culprit.
