How I can make such sketch effect in 2d?
Only in 3d is sketch effect and it make plan only with lines.
Is it possible to make such for 2d?

Instead of using 2D views, you can use a 3D view set to a suitable cut line that looks the same as a 2D view. Once you have that you can apply any type of rendering to it, including Sketch render.

Another Option:
Cigraph's ArchiSketchy.
Unfortunately, it's not available as a stand alone add-on.
You must purchase the entire Suite.
