No, it is not possible, you can select construction elements and edit their settings in the Info Box or their Settings Dialog, but you cannot create new geometry or modify geometry graphically in the 3D Document Viewpoint.
You can use all your annotation tools like dimensions, texts and labels though.
Think of the 3D Document Viewpoint as a documenting Viewpoint rather than an element creation or modeling Viewpoint.
