Model view Options Solid Foreground Color Choice

I'm trying to make a Model View with a solid foreground color of white to override the cut fills. Unfortuately it's only displaying solid black. Can someone point me on how to modify that color?

Make sure that the Cut Fill Pen parameter of those elements is set to a White pen (e.g. Pen 19).
In this context Cut Fill Pen is the foreground color since it is displayed against the backdrop of the Fill Background Color.
