Turn off Fit-in-window

How do I turn off the fit-in-window function that goes off every time I double-click on scroll?

It happens all the time while I'm working and it's very annoying.

This is not an AC function it is OS based.
AC scroll can be turned off in preferences and in MacOS double clicking does not do it.
