Since a few days ago, when trying to access Archicad 26, 27 or 28 a "No license found" window opens. Upon selecting "Manage Licenses" it is confirmed that I do own commercial license for Archicad Studio USA. There are no issues with Archicad 25 and older, as well as Archicad 29 Technology Preview.
Could anyone please advise how to resolve this issue?

You won't be able to run 26, 27 & 28 INT, but you can still use the libraries from those versions.
So don't un-install them until you have copied out the libraries.
Or if you have plenty of disc space, just rename the program folders from say "Archicad 26" to "Archicad 26 INT".
Then you can install the USA version and still have access to the libraries in the INT versions.

Did you go through a conversion to subsctiption?
After 90 days from signing teh aggreement, your perpetual licenses are donwgraded to AC25 so you can open older versions to covnert them to the newer versions. But AC26 and higher are going to work only with cloud license which you need to assign either directly to an GSID account or to a group.

I am aware of this, and the Archicad Studio USA cloud license is assigned to myself, which I can verify at https://licensemanagement.graphisoft.com/cloud-licenses.

Try different network or to disable firewall for a while if it helps.

@Karel Landa, I just tried both, disabling firewall and using different network, and still have the same issue.

If not, it would be best to contact your local partner for support.

I contacted my Local Partner in the first instance. He advised me to write to support.na@graphisoft.com. I have done this last Monday, and haven't heard from them to date.

So, I know what has happened. My Archicad 26, 27 and 28 is INT, and the license is Archicad Studio USA. I temporarily installed Archicad 28 USA and was able to open it. However, I need to open INT versions, so I believe the license I should have is Archicad Studio INT, instead of USA. My Local Partner advised me that "Studio doesn’t run International version only local version like USA". @Karel Landa could you please confirm if there is no Archicad Studio INT.

The Studio license only lets you run your localised language version, in your case USA.
You will need to talk to your distributor to see if they can change your license to an INT one, but then you won't be able to use the USA version.
Files are compatible in either.
The only difference I am aware of is INT has ground floor storey as '0' whereas in USA version it is '1'.
But the files will work just the same.
In 28 you can load any of the language specific libraries and in your files (template especially), you can set the Library localisation Preferences.
I don't think this has any affect on the older monolith libraries if you are still using those.

Yes, Archicad Studio license only covers the localisation you have bought.
Archicad Collaborate covers always localisation + INT version.
What then @Barry Kelly wrote about libraries is true as well.
Either in USA or INT (or any other) you can load required languages for library so you can eg. work on projects from different country.
