Not sure if its a bug or intentional, but i'm using Archicad 24 and noticed this issue for a while. Check walls under (bottom and top select reference level). If the bottom does not equal 0 then the walls and windows and doors disappear in 2D but remain in 3D.
Write down the difference in level from 0. Go to 3d view. Select everything (Ctrl + A) and drag everything (Ctrl + D) on the Z axis entering the number you wrote down so that bottom is now 0.
All windows and doors and walls should reappear on the 2d view.
You are probably displaying your windows in plan with the 'Floor Plan Display' set to "Projected" or "Cut" or similar.
Because they are then above or below your Floor Plan Cutting Plane, they may no longer display correctly as you expect in plan.

I set all of my windows to "Symbolic" unless I want more control of how they display.
