I asked GS HQ developers and here is the reply I got from them:
The system provided file browser dialog works a little different than in 10.13 worked.
We fixed this problem in ARCHICAD, it will be released in the upcoming updates (AC21 update 5, AC22 update 1).

Oh.... this would be terrible! So Acad 19 would just be rendered useless for updated Mac users!

I think support is 3 versions back, which still rules out 19.
However, I can't think of any reason to not take a 19 project to at least 20.
