Toolbar problems archicad 21

If I bring in a toolbar by either right clicking in the toolbar area or selecting it from the window tab in the menu bar the toolbar comes in as expected configured horizontally.

If I drag this horizontally oriented toolbar outside of the toolbar area it reconfigures automatically to vertical. I can adjust it back to horizontal and when I drag it back into the tool bar it changes back to vertical.

This did NOT happen in 20. Is there a setting somewhere that causes this or is it a BUG?

RANT: Setting up the work environment from scratch annually because I can't be sure what new things might be missed is a PITA
