Check the Navigator window.

If you have a lot of views to change.... it can be faster using "Drawing Manager"

Did you apply a sketchy style to your red mark-ups there mate? Or is the heating broken in your studio?

You can't change the layers in the Layout (drawing selection settings). You need to open the view: 0. Ground Floor. It'll be listed in your "Navigator-View Map" window.
Make sense?
