Create New Rule in Graphic Override

The list of Graphic overrides can be huge and when we want to create new rule it requires infinite scrolling to reach the Create new Rule option, I think it would be great if that button is on top of the list as first option instead of last as described in attached screenshot.

Click the "Edit Rules" button to go to the "Graphic Override Rules" Dialog. There you have a separate "New" button.
