Layers in Archicad do not have colours assigned to them.

Each element has its own colours.

As Mahmoud suggests, the only way to control it by layers is to set up a Graphic Override to override the colour of specific or all elements in a specific layer to the colour you want.

Graphic Override rules can help you manage that issue by adjusting all element types or a specific element type in that layer to be presented in the chosen pen color.
