Inconsistent UI for deleing unused layer

There is inconsistency between deleting an unused layer using the layer dialog and using the attribute palette - the layer dialog uses a prompt that clearly indicates that the layer is empty whereas the attribute palette uses the same prompt as for non empty layers. Yes - it indicates that that there is "no deleted elements or missing attributes" but at the same time it still accepts the input to delete or move (for which the notice isn't relevant at all) which implies that there is something to move or delete.
